IMO you really can't determine a vehicle's true cosmetic condition based on two small external pictures of it on a computer screen. There are reasons why the seller is "only" asking $4500. Or it needs something and the thought of working on it again pi$$es him off. From past experience no matter what I think the reason might be I end up being wrong.
