If you are referring to the oldie on the right where the people are standing, it may be a '32 Nash.  That's another '36 Olds in front of it. 
It was a big deal to attend the fair, we'd been through the depression and then the recession of '37-'38, so those going were most likely middle class folks and upward who were on a good financial footing.  I believe that is why so few pre-streamline cars are seen.
My Uncle Bob and Aunt Myrtle went, and brought me back a cast iron Greyhound bus as a present.  Yup, still got it.

Second row, second car in could certainly be an Oakland.  Notice that it has aftermarket dual wipers.  You can see the operating arm reaching across from the drivers wiper arm.
