That acts as a type of rear air spoiler for the truck. You see Norm, not only does it increase stability for the truck towing the trailer. It also can double your gas mileage in some cases.😂

If you enlarge the image - you can see

the upper deck ramp extensions are

into the rear frame in front of the rear

wheels - there is more of the car

technically on the trailer than you see at first glance.  
 

Still unsafe however.

You are looking at an unfinished puzzle.

 

The driver may have just dropped and because of the wet weather decided to continue on his next stop with the cars positioned as they are.

Not to take the thread in another direction but beware when booking car delivery.  I work for a major trailer manufacturer in the repair parts division so I see car haulers everyday.  I can't believe how the Ukrainians and Russians have taken over the market.  I'm afraid from how I see the trailers come in, that many of the young drivers that do not speak English, do not have much of a driving history either.  Many companies de-rate their trailers so non CDL drivers can pull them only to overload them.
