The booster can't physically cause the pedal to go all the way to the floor, only to the point that pressure builds in the hydraulic system. If the pedal goes to the floor and there are no leaks, there is only one possible cause. The master isn't building pressure because the seals are bad. It's also likely that fluid is leaking past the seal at the rear of the M/C and being sucked into the booster. If an old car owner fails to heed the message, and check out the problem, is the point at which the suicide is apt to occur.
