Hi Pat. This is what i have , but I"m not sure it is the right one because the bars are flat. There is no profile on the bars. The bumper is 63 inches long and the bars are one and three-quarter inches wide.

I'm not sure of the year of these hubcaps. The letters are raised. The outside diameter is 11" and the inside diameter opening is 9 3/4" and the depth is 1 7/8".

These pictures are from a 1930 46S Buick. Hopefully they will help. On the 2nd picture, it looks like it's attached with a screw or rivet.
