Appear to be high quality chrome plated brass castings, for a narrow tire, have rubber pads on underside, thumb nut is also brass, threaded to go on a threaded rod. I'm guessing for about a 4.00 wide tire, suggesting mid-late 20's. a couple of more pictures, note high quality rubber pad screwed to underside, and the deep threaded wing nut.
