Those little propellers were supposed to further atomize your fuel droplets giving you 100 more horsepower and 40 more MPG! Had a buddy in college in the early '60's that bought every J.C. Whitney horsepower creating, and gasoline saving device they sold. The car was undriveable. So much horsepower the tires would burn if one looked at the footfeed, and one had to stop at every service station to unload the surplus fuel and keep the tank from overflowing!
