1937 Buick 46s running board question

I don't think 1937's had any type of filler panel. The rubber running board cover wraps around the end and is thicker there than you might think. My 1937 is a Sedan, but there is a bit of a gap between the fenders and running boards.

You have it correct.  Once the rubber is replaced (vulcanized or re-covered) there will be a gap.  I have about 3/4" between the front and rear fenders.  After the fenders are installed, the running board mounting hardware leaves plenty of "wiggle room" to get the board centered.

From Fisher:  Describing the 1937 Oldsmobile, but very very similar design:

"Running boards are detached from the fenders to eliminate any possibility of squeaks and to facilitate cleaning.  Fenders and running boards have been redesigned to prevent the accumulation of dirt and mud without the necessity of a mudguard across the fender"
