Those wider grille bars look like a 38

I thought that at first too, but then I started counting grille bars. it is sort of hard to count, but I got to a higher number just counting down to the bumper on the OP's picture than the '38 has altogether. I think it's a 37.

I`m with Dave, I think it`s a `38. Even tho blurred, trailing edge of grille ribs looks like `38, and the center bumper medallion is unique to `38.

And the 1938 grille is more vertical than the '37.

The wide windshield chrome frame in OP, and the rather squarish upper corners of the frame, appear different than sample photo of '38 Buick. Result of blurry photograph? Or were there a couple of different trim levels for Buick's offered in '38? I see one on internet, a '38 Roadmaster that has thin Chrome frame while most show black frame perhaps rubber. Wide frame in OP may be blurring of photo.

The Special and Century used a smaller body shell than the Roadmaster, which is taller as well.

 

I think the mystery car is a Roadmaster. Yes, the chrome frame is also a clue.
