That doesn't look like a factory setup. I'm guessing a tall owner was trying to create legroom and the seat couldn't go back any further. Agree that it must be uncomfortable. I looked at a '28 Chrysler roadster that had a similar seat set up. I guess it might have been modified as well, but cars of the period usually had far more head room than we expect today so it hard to see a reason.
