Thanks - I see many 1930s with small lights atop the front fenders.  Would that lead you to saying it's more likely a 1931?

From Packard, A History Of The Motor Car And The Company, edited by Beverly Rae Kimes, page 298, detailing changes to the Seventh Series (1930):

"Other changes included a half-melon shaped headlamp design and the omission of cowl ban and sidelights on brackets.  The new parking lamps were fender-mounted, though they were an accessory on the Standard Eight where the parking lights were incorporated into the headlamps."

Further, regarding the Eighth Series (1931), page 307:

"And, of course, the new Packard line- designated 826-833-840-845- which the company began building in August. The hubcaps were larger, steering wheels had three spokes rather than four, fenders were a bit deeper, running boards thicker, the bumper clamps plain, no paneled."

I'd opine from the details it was a 1931 Standard Eight 833 roadster.
