Kent Moore tool ----what's it for?

What engines it could be used on depends on several of the diameters. This would have been used to cut the center thrust when using the thicker babbitt shell type or direct poured crankshaft bearings.

I believe this may be it, Kent Moore Tool T-137  Center bearing facing tool for Chevy Used in conjunction with engine boring machine J-1000  "see Don "Vintage Auto Tools"  701-588-4541.

EDIT:   Designed especially for Chevrolet, the J-1000 Main Bearing Boring Machine ... for use with the center bearing facing tool to insure accuracy in operation.
