Any picture that I have seen of a blackout model that was taken back in the day, seems to have shiny bumpers.  Even the parts books only show numbers for the chrome bumpers where as they have 1 set of numbers for chrome and another for prime/painted blackout pieces.  It think this fantastic photo is a blackout as it came from the factory.
