It's just a ordinary used car with unusually low mileage. But its not that difficult to find clean '90s cars with low mileage. You just have to do a little hunting. I bought my daughter a 1994 Chevy in 2010 that only had about 20K miles on it for her first 'learner' car. Mint condition. Paid $1600 for it.I suppose every old car has some peculiar attraction for somebody... Most of the calls have been related to "parts of parts", grain of wheat light bulbs, or water leaks.The 1994-1996 with the LT-1 reverse flow cooling system are 500,000 mile cars. If the car has not rusted, it is hard to tell a 20,000 mile car from a 120,000 mile car. I have owned two '94 Roadmasters and still have a '94 Impala SS, which is basically the same car. I paid $9,000 for the Chevy about 3 years ago. It is a prime example with 80,000 miles.These are durable cars, great to drive, and surprisingly easy on fuel. I purchased a 1993 sedan a year and half ago for my son to learn to drive. It gets 18+ miles to the gallon and more on a trip. I I wouldn't mind having one, but as this city seems to think all that remains on the roads are bicycles and subcompacts it would be a bit inconvenient in my day to day getting around.
