Michelin came out with Radial back in 1948, as I recall-

And they didn't need to have an "R" in the sidewall size description, either.

Radial or not, paying $400. for tires, even rollers, that may have been made during the Truman administration is not a wise decision, IMHO.

Depends what you are going to do with them.   If they happen to be original equipment on  your preservation car they might be considered gold.
