Baker wheel rim clamps?

I think the last year Buick used them was 1916.  They are reasonably uncommon. Most of the ones I have seen are used with special bolts that thread into captive nuts attached to the inside of the felloe . Opposite to " normal " wood felloe wheels where there is usually a threaded stud that the clamp slips over and retained by a hex nut.
