Bracket or mount of some type

I got this with a bunch of parts I bought. Anybody recognize what it is? Maybe it’s not even automotive. Any help would be appreciated.

Maybe some sort of headlamp mount for a vintage COE (cab over engine) truck?

Head light mount I think is correct BUT I think it fits between the frame and front fender.

Big trucks like Macks foe example had the lights mounted lower and forward.

The 4 square holes would mount to the frame and the single round hole would tie to the fender.

Pretty crude casting for headlight, thinking more likely a stop/tail light, 4 square  holes for carriage bolts suggest may have mounted to wood chassis like under a truck box. Hole in sleeve area for wiring? That extra hole at end?

Maybe the hole at the other end is to mount a horn.

Normally horns require 2 bolts to keep them straight.
