Not sure I'm buying the 12k miles.  Interior? maybe.  Exterior?  Lots of wear, tear, chips, surface rust, and scrapes for 12k miles.  Has spent a lot of time outside too.  Stripe completely faded/worn off driver's side.   Carb issue sounds like a real easy fix though.

12,000 miles on that speedometer.  The other one wore out.

" i give up...it's for sale."    Go check it out in person, offer him $2000-$2500, take it home, sort it out, drive it in the good weather for a second car.
