Any info on the function of this piece/sheet metal that mounts to the outside of the A-pillar?

Looks like a finished edge for the bottom of the padded dashboard top?

Could be a leaf and pine needle/ dirt trap to promote rusting of the inner post and brown rust bleeding on the A pillar. I think the marketing people added those to promote sales of the 1959 and '60 models.

60 FlatTop has a good answer, however, the engineers at GM intended to curb the flow during a heavy downpour of rain and future car washes.

Yes, rain gutters to push water toward the front door jamb, and not down the side of the door panel.

Then I will apply a small amount of sealer.
