I had a ‘52 Super convertible. Mine was 16606586. The 1 indicates that it was built in Flint. 6 on yours denotes Atlanta. See below

 Frank, nothing to be confused about.  MANY states , until sometime in the 60s, used the ENGINE number on the title as a serial number.  What you see, I believe, is one of those occasions.  That number , to me, translates to  6,242,591  4.  Which translates to a 1951 Special engine number.    The last digit is stamped on the engine with a space between it and digit number seven. THIS IS THE SERIES [40] in which the factory installed this engine.  Series 40  [ this 4 ] is Special.

 Beginning numbers for 1951 was 6,240,128  with the 4 as series.  

 If you could look at the car, I bet this is what you will find.

The assembly plant location designated as code 4 above is incorrect — it is located in Kansas City, KANSAS. It's sad that HOMETOWN BUICK'S website and all their reproduction literature has this incorrect information for all 1950 thru 1959 Buicks.
