Exhaust pipe fitting

I'm Wondering who can identify this. It appears to be exhaust pipe related. The hole is 2 3/4". The butterfly would divert the exhaust into a 1" hole. I'd say for something like an exhaust whistle. Ideas? This part is for sale if anybody sees something they are interested in.

I think it is more along the lines of carburetor heat. Buicks and no doubt others had a provision to route exhaust gas through the carb body in cold weather. You would open the small butterfly leading to a passage in the carb body and regulate the amount of exhaust being diverted to the carb

by closing in on the main butterfly.

The exhaust passes through a cast in jacket around the main air passage, Some early carbs used a water jacket for carb heat and were connected to the engine water jacket. The Marvels on Buicks however used exhaust heat. No mixing of the exhaust gas with the intake air.

It's the flex pipe partially hidden by the vacuum tank.
