It would have had a vacuum system. I think I see it on the end of that pipe with the silly circle in it. A circle that way can easily get a bubble in the top and it is almost impossible to get rid of. It will inhibit fuel flow under gravity from the vacuum tank. Another post by the OP shows a better view of the vacuum tank and the fuel line with the loop is actually the vacuum line. I have never seen a fuel delivery come from the top of a vacuum tank. It looks to me that the pipe with the loop is actually the fuel line from the fuel tank and the loop (silly circle as you describe ) would not be detrimental only beneficial re vibration.
