You might need to get an Ohio lawyer but something like that is valuable enough that it might be worth it. Thats theft and of a pretty valuable thing too. I wouldnt let him walk away with that. Maybe get the owner of the other car involved too. If he gets a lawyer letter saying that his body shop put stolen parts on his car he might make things happen pretty fast for you.
