1939 Roadmaster 81, clutch & brake pedal adjustment

My clutch and brake pedals are not even/equal from floorboard to face of pedal on my 1939 Roadmaster Model 81.  The clutch pedal measures 6-1/4 inches from face-of-pedal to floor.  The brake pedal measures 8 inches from face-of-pedal to floor.  What is the optimum distance from face-of-pedal to floor?  What is the best way to get them to be equal distance from the floor? 

 

You should know that I recently had a clutch job done on the car. Before that, the pedals were even.  I have about 1 inch free play on the top of the clutch pedal.  Here are a few photos.
