Can anyone help identify the make or model of vehicle this came from. It's been passed down for generations but nobody really knows the origin.

Late teens, early 1920s.

As stated above, these were afermarket items - there were many people making them in the late teens thru the 1920's. The diameter of the bore & of the wheel will help to identify a car it "could" fit which is pretty much any car with that sise steering shaft - Ford T, Chevrolet, Dodge, Essex, etc
