Restorer32
Probably aftermarket and not factory original for any particular vehicle but I could certainly be wrong. Commonly known as a "Fat Man" steering wheel.
Dwight Romberger
The lock would keep the steering column from turning, making the car difficult to steal. I am curious what the keys say? (I know, it's a PA Dutch thing) The one hanging loose is shaped like a Ford Model T key.Dwight

TheMoneyPit
As stated above, these were afermarket items - there were many people making them in the late teens thru the 1920's. The diameter of the bore & of the wheel will help to identify a car it "could" fit which is pretty much any car with that sise steering shaft - Ford T, Chevrolet, Dodge, Essex, etc
