I've seen the naked lady (new) for sale at automotive flea markets. Many people attach it to any full wheel cover for that custom gaudy look, as your picture shows. The vendor said many are sold for door pulls on man cave doors.

I think it's just a 'novelty' item. All the ones I've seen look the same. I have a couple, too.
