West Peterson
Don't know what the chassis is, but the body is 1939 Packard.
Bleach
Not quite, the Russian ZIS was based on a later Packard.
Dave@Moon
Don't know what the chassis is, but the body is 1939 Packard.I think it's pretty clearly a Packard body mounted on what is probably a truck frame of some sort. The wheels are definitely truck-like, and the bumper is pretty massive and likely from the early 1950s. Also upon magnification this car is really beat-up. It has every hallmark of a current day Cuba survivor still in use.

Ozstatman
Have it on good authority that "......this Packard body has a ZIS front bumper. Don’t know how to comment on the chassis ‘cause it isn’t visible....."
Bleach
It could very well be Chinese also. I have seen some photos of Chinese Packards that had been found sitting in various structures but I can't seem to locate them now. They appeared to have the older body style similar to the OP's photo.
