Fuel tank installation for 1940 Buick Century

Anyone know if straps of fabric or rubber go between tank and body?

Yes, there are isolation pads (strips) between the tank and the body and again between the tank and the straps.

Thank you, what is the material used for insulation and how is the tank grounded for the sending unit?

I used vinyl strips cut 1 ½ inches wide. It’s the same material that I used for soundproofing the interior of the car. The goal to to prevent chaffing on the tank. 
 

You don’t achieve grounding at the tank. You ground the fuel line using the clips that are attached to the body support along the right side of the car.

And you add a ground wire to the sending unit itself if you prefer that the gas gauge works properly over a long period of time.

Masticated rubber is good for this as it was used throughout the body from the factory to isolate/insulate metal-to-metal contact(s)

This tip is particularly useful as the likelihood of a section of rubber hose being installed between the tank and fuel line is common.  I got you Bloo, I'm tired of chasing bad grounds with all the new paint on my car.
