 and I Can anybody give me some direction of how I can get the history on my car?  I bought the car in Delaware, (I have the name of that buyer), I know it was registered  in Maryland but no names.  Is there a registry on cars?

For privacy reasons dmv won’t be of help

Getting a vin search on modern cars will give you some history  but not owners

Some clubs have limited historical registries. Pierce-Arrow for example. 

But truth is for the vast majority of cars there is no history to be found

I was very lucky in using the lubrication stickers that were affixed to the "A" pillar on my '46 Ford Wagon. I was able to track down the gentleman that actually serviced my car from 1946 until 1964 and he told me the history of my car during that time period. The car lived its life in a small town in Iowa until '64 and when the original owner passed away, vanished, until I purchased it in Minnesota in 2001. What clue's if any do you have?
