I'd say year is 1931-1933, looks to me to be one of them plant vehicles, you know, a fern car........Looks foreign to me with a custom body on a roadster or touring chassis...the roll down window curtains are a nice touch!

32 Ford with bug guard on radiator.  It has 32 Ford roadster front body as the rear fender is more like roadster width, and too wide for touring?, and has the step plate.  Foreign plates?, Rhd, so it could be a Au or NZ Ute. IDK

I was just thinking the grille looked 32 Ford, the rear of the body totally different of course....

Definitely not New Zealand and I am fairly sure not Australia. From what I can determine most Australian states just had numbers on their early plates.  I think it might be southern Africa somewhere although I can't find proof of that.
