Red lined at 1,600. Older diesel or possibly for a generator set or a farm tractor PTO engine speed. Most diesels from the 60's and 70's were governed to run around 1,900 normally and would be run for shot periods at 2,100. 1,600 would be a common engine speed for an output of 540 PTO (Power Take Off) speed for a farm tractor. Also could be for a  large marine engine. The bigger they are, The slower they run. Dandy Dave!
