It is on a 1923 Hudson. The information I have found says they are used where the car is driven on dusty dirty roads to protect the steering link. Find someone with a heavy sewing machine to sew you a few. the other side may have fasteners to keep it tight. Yours looks homemade, I have never seen any like that but I don't know Hudson. If the ball is the same size as the Model A or early Ford you can get from the suppliers a reproduced vintage rubber type grease seal for the joints.
