The "Electroline 16" is a clue, although not proof, it's aftermarket. I agree it's an aftermarket sealed beam conversion for a car with headlights in the fenders. That would limit it to pretty much the last half of the 30s. Before that most cars had separate buckets for the headlights. (Now watch somebody post the 1903 Whatsitmobile had them in the fenders! 🤣) Sealed beams were mandated in 1940 so cars after that already have them.
