I had a '35 Pontiac a few years ago that had artillery wheels with the small center hubcaps and also had trim rings like that to cover the stubby spokes. They were chromeplated, not quite identical, maybe a different brand with the same purpose. Looks like yours was meant to be painted, probably car color.

Wouldn't you know the re-issue patent #'s  19466 19467 show up on google:  https://books.google.com/books?id=ACGgAAAAMAAJ&pg=PA276&lpg=PA276&dq=patent+reissue+no.+19466+19467&source=bl&ots=qmz0LqO7QV&sig=ACfU3U2mBQL-wiDrFMQzLIwJrohWCyDfUw&hl=en&sa=X&ved=2ahUKEwiThcOL3arqAhV3mHIEHYg4A3QQ6AEwAnoECAwQAQ#v=onepage&q=patent reissue no. 19466 19467&f=false

Re-Issues are corrections to original Pat. which is referenced: ( patent US1891192A) and has good historical reading about the 1932 design about protection of wire wheel cosmetics particularly chrome which are vulnerable to road sand, stones, debris  etc. "and require replating" etc.    I find no reference to specific makes, models.
