I think it's a bird with wings on the top and 3 micrometers on the bottom. This is a horn button from 48-49 . The symbol was also used on the center caps of Oldsmobile mag wheels of the late 70's and 80's 90's and up. The old Olds symbol coexisted with the newer style rocket that originally was in the center cap. most of the performance type cars got the rocket style.
