As the pictures on the Ebay link show, they used the 1958-dated plates for several years, and issued only stickers for 1962. The 1958 plates with 1962 stickers are what you would have seen on a car in 1962. However, if you really want the date of 1962 embossed onto a Pennsylvania plate, you can look for "dealer" plates.
