Those were made to clamp on the rain gutters of a station wagon and hold on a roof rack rail that would then get buried under a pile of camping gear. Agree. My parents had a set of them that they used on their 1955 Chevy. You should have a gray cross bar where the ends would fit in the slots. Yours are missing the padding on the bottom side.
