Are you saying the starter drive goes 'zing' some times before it turns the flywheel?  If so, then you need to remove the starter, disassemble it and replace the starter drive (aka: "Bendix" or overrunning clutch).

Some older model Buicks, like my friend Ben’s 1960, were equipped with starters that were engaged when you depressed the accelerator pedal.  This was done by a switch connected to the carburetor.

'63 Rivieras never used the accelerator start switch, correct?
