Center of the dash above the radio there is a light. How is it controlled

That's the map light. If you have a working headlight switch, you rotate the knob clockwise and it will come on.

I think that may be "counter clockwise" for the map light.  But hey, who has a map anymore? 

 

Regardless, it is at the end of the turn of the headlight switch.  There may be some corrosion on the contacts that make the lights flicker.  Gently turn the knob form side to side, and that should improve things.  At one point, there is an adjustment of the brightness of the dash lights.  At the next point, the map light will kick on as well.  Past that, you have only the map light.
