It's not reversed. Someone has just written on the back of the negative. If you click on "Descargar foto en alta resolución" at the link you can download a high resolution scan. There's a lot of great detail in the shot. -

There was an assembly plant in Sao Paulo. The T looks fairly high-spec with wind wings and a front bumper. I've got a 1926 tourer that looks very similar except it has wire wheels. These were sold as a De-Luxe Ford here in Australia. This ad is from October 1926. -

O 1º carro Landaulet usado por um Presidente da República, o Marechal Hermes da Fonseca, em frente ao Catete. - The 1st Landaulet car used by a President of the Republic, Marshal Hermes da Fonseca, in front of Catete. It looks like a Panhard based on the radiator, radiator cap and the overall appearance. There were 11 Panhards imported into Brazil between 1909 and 1911.
