Is is just an oil pressure gauge with a different face? Here is a tool from the time period used to cut the panel to install gauges. It's SOLD. Only one I've seen. Patent 1341067 1920 For cutting holes in a dash for extra gauges. Another oddity is the name on the tool is " Standard Thermometer Cohttps://www.google.com/patents/US1341067.
