It does have a downdraft carb. Is his a 40's engine? I found the S20 code in a table on the allpar.com web site. Do not know what the 1 8384 means. Typically Chrysler product engine numbers were prefixed with the model code (S20 in your case) and followed by a numeric sequence number starting at 1001.
