John_S_in_Penna
The 1970 Rivieras came with one of 2 different types of rear fender skirts: The high-profile which this car has, and the low-profile. The low- profile skirts look like the typical fender skirts; to my mind, they make a '70 Riviera look heavy and take away any sense of sportiness. The high-profile skirts look like open wheel wells and I believe are considerably less seen. Here are pictures showing the low-profile skirts:

Perhaps it was a delete options as well as the low or high fender skirt choices. Steve
DavidinCA
Buick described three Rivieras in 1970. The Riviera 1, with a vinyl roof and the full skirts, the Rivieras II with the body side molding and high (er mini) skirts, and the Riviera III with vinyl roof and high skirts. This would be the III.
