The small holes on the front and the big holes on the back are to accommodate the pins and retainers for the attached scripts or medallions. Their location or pattern might give you a clue. I am thinking mid to late 50s based on the size BUT I cant think of an car (or more likely a truck) that would be fully chromed. Therefore I'm going 100% custom on the finish.
