‘31 - 67; help with three holes in front structure

The picture shows three holes in the front cross member approximately below where the grill shell will be.  I don’t know what these are for but there is a cutout in that sheet metal to accommodate whatever goes there.

 

I suspect maybe bolts for splash pans which I do not have (I’d be interested if someone has them).  If not splash pans then what goes here?

The two holes on my 32-50 series hold a plate that aligns the hand crank.

Bob, Thanks so much for the quick response. I started this project with a couple boxes and several coffee cans of parts.  I’ll look for this one.  If I don’t find it, I’ll scrap the whole thing!  😏
