You find a suitable donor car in a salvage yard, somewhere. Then you remove all the parts you need. You can re-use the vacuum booster most likely, but buy a brand new or rebuilt master cylinder made for 4 wheel disc brakes. Then you go about installing it.

ABS pump should not run with the ignition off.

You are correct on this! Makes a person wonder what else is wrong with this TC. 🤔
