Interesting, I thought I should recognise that radiator shape. From some research it seems the only model they made that year was the Flying Cloud on the 121" wheelbase. The smaller models had other names - Wolverine etc. The Garbo custom has 5 bolt Kelsey-Hayes wire wheels the same as my Studebaker. Most of the Reos I see pics of have the other type - make I don't know - with seven bolts(?) which I think Chrysler among others used. I recall an example on these pages a few days ago. Going by the photos on the net Reo made a change from drum to bowl-shape head lamps mid season. Coincidentally a 1928 Reo was at our local 'coffee and classics' meet Sunday morning.
