I suspect Buick or Pontiac, but could not find a picture of it on Google images. it has a slight curvature from top to bottom, and measures about 4 1/2 inches by 12 inches. I was just going down the other items in this category, and saw (on a query about a hood side panel) a nice picture of a 1937 Cadillac whose front bumper had a center piece like this.
