1918 Buick starter pedal. Something's wrong.

No way this is right. My starter pedal got stuck in the cross shaft, had to take it all apart to unstick it, this is what I found. This makes no sense. Why is the spring outside of it, what is missing that keeps the spring inside so it can push the pedal back?

 

I looked all around for parts that may have broken off. Nothing. I think this is a "repair" done wrong back in the day.

So, the spring doesn't keep the pedal up, it keeps it down and in constant contact with the cross shaft? 

 

I guess the reason it got stuck is I pushed down too hard on the pedal. Don't do that.
